Official USCIS requirements
The U.S. Citizenship and Immigration Services (USCIS) requires all immigration applicants to submit a recent, compliant photo with their application. The photo must be 2×2 inches (600×600 pixels) for digital submissions, taken within the last 6 months, with a plain white or off-white background. The head must occupy between 50% and 69% of the photo height from top of hair to bottom of chin.
Glasses are not permitted in any USCIS photo since November 2016. Head coverings are only allowed for religious or medical reasons, and the full face must remain clearly visible. A neutral expression is required — mouth closed, both eyes fully open and looking directly at the camera.
